SERA.ai

Policy intelligence for the moment it matters. Named for the Kiswahili word for policy.

The Name

SERA takes its name from the Kiswahili word for policy. It is an artificial intelligence platform designed to help health policy teams in Africa synthesise evidence and make better decisions, faster.

Why It Exists

During COVID-19, policy teams needed evidence rapidly and found themselves working through months of literature to answer questions asked in hours. SERA.ai was built to address that structural problem — not as a replacement for human judgment, but as a foundation for better-informed decisions.

What SERA.ai Does

Evidence synthesis at scale

SERA processes research from WHO guidance, peer-reviewed literature and national health data simultaneously — presenting findings in a format usable in policy discussions without months of manual review.

Traceable recommendations

Every recommendation can be traced back to its source. Decision makers can interrogate the evidence behind a recommendation, not just accept it at face value.

Designed for the African context

Built with Kenya's health landscape in mind, designed to process inputs in Kiswahili as well as English — not a generic AI tool adapted for Africa.

Structured for inclusion

Produces findings accessible across different levels of technical expertise, enabling broader participation in evidence discussions and more inclusive policy processes.

"During health emergencies like COVID-19, we saw how critical timely, evidence-based policy decisions can be. SERA.ai represents our opportunity to be proactive rather than reactive."

Current Status

SERA.ai was introduced at a stakeholder workshop with Kenya Ministry of Health officials and sector partners in September 2025. A co-developed implementation roadmap is active.

Built Different

African by design

SERA was not built in Silicon Valley and adapted for African use. It was built from the ground up with the realities of African health systems — data gaps, multilingual environments and policy constraints — as the starting point.

Evidence, not opinion

Every output traces back to a source. SERA does not generate confident-sounding summaries — it maps and attributes evidence so decision makers can see exactly what the data supports.

Designed for real timelines

In public health, decisions are made under pressure. SERA is designed to deliver clear evidence summaries in minutes, not weeks — so policy teams can respond to the moment rather than the moment six months ago.

Human judgment, better informed

SERA.ai is a decision support tool, not a decision maker. It is designed to make human expertise more effective — not to replace the political and contextual judgment that only experienced health leaders can provide.
